BERLIN (Reuters) - Germany is reluctant to follow the United States in imposing a blanket ban on products from Chinese telecommunications equipment makers such as Huawei, but will continue to make such decisions on a case-by-case basis, the economy ministry said. Officer Dr. Friday .

Berlin's relationship with Beijing has come under scrutiny after Russia's invasion of Ukraine exposed the German economy's reliance on Russia for energy and officials warned of a similar reliance on China for trade.

Germany has come under heavy pressure against Chinese telecom equipment makers after the US Federal Communications Commission banned approval of new Huawei and ZTE devices last week because they posed an "unacceptable risk" to US national security.

A German economy ministry strategy document seen by Reuters on Thursday detailed recommendations for stricter controls on the use of the material in certain countries.

The document refers to a 2020 law in Germany that imposes significant barriers to next-generation networks for communications equipment makers like Huawei.

Under the law, individual IT components or entire companies can be banned and untrusted if vendors make false claims, fail to conduct security audits, or fail to report or fix vulnerabilities as soon as possible.

The 104-page strategy document proposes to go ahead and allow authoritarian states to impose restrictions on the components and products of communications and information technology service providers, as well as other critical infrastructure such as transportation or water and food supplies.

Asked whether the company expected tougher regulations or even bans in Germany or the European Union, Huawei told Reuters on Friday that it relied on a constructive dialogue based on information.

"The secure use of the network is independent of the provider's country and can only be ensured with global standards through international cooperation between industry and regulatory bodies," Huawei said.

Michael McCall, the top Republican on the House Foreign Affairs Committee, said Germany's decision on Huawei "threatens its national security and the security of Europe." McCall added: "Berlin has learned nothing from its power dependence on Russia, and they are making the same mistake by allowing China access to their communications networks."

The German embassy in Washington declined to comment.
